Tribal Driving Permit Required: YesDISTINGUSIHING FEATURES OF THE CLASS:The Ombudsman within the Gila River Indian Community will provide services which include being a liaison
between Community Members and the Tribal Government, listening to citizens’ complaints when they think the
Gila River Indian Community has treated them unfairly, and coaching, assisting, and investigating the complaints
received from Community Members. The Ombudsman will listen to complaints and determine the nature of the
dispute and respond in the most appropriate way to resolve the issue. This would include coaching, informing the
community member about services available to them, assisting, and/or advocacy to facilitate discussion between
the department and the community member. The Ombudsman investigates to ensure the department is within
their policies and legal requirements.

ESSENTIAL FUNCTIONS:
Investigate complex complaints from the public, make recommendations for actions to be taken where
injustice has occurred as a result of maladministration, and provide a report to the complainant and to the
entity investigated on the results of the investigation.Develop policies and procedures that will govern the operations of the Ombudsman and assist in the
development of policies and procedures for complaints forwarded to the Of?ce of the Community Manager.
Publish procedural guidelines regarding the making, receiving, and investigation of complaints or disclosures.
Plan, implement, and monitor public awareness programs aimed at informing and educating the GRIC
Departments, GRIC Leadership, and the general public on the role of the GRIC Ombudsman.Produce monthly, quarterly, and annual reports as required to be reviewed by both the Executive team and
the Community Council.Monitor compliance with recommendations for actions and where no adequate action is taken, Prepare special
report to the Executive team and Community Council.Perform research, formulate objective opinions, and make recommendations for corrective action,
preventative measures and the promotion of competence, ef?ciency, and equity.Receives complaints from the public by phone, mail, and in person, Make referrals to other agencies and assist
in resolution of complaints.Confer with disputants to clarify issues, identify underlying concerns, and develop an understanding of the
respective needs and interests.Apply relevant GRIC laws, regulations, and policies, or precedents to reach conclusions.Conduct investigations, including intake, and determining a proper scope of requesting information.
Develop recommendations to remedy issues and to improve the accountability and performance of GRIC
Departments.Provide referrals and direct assistance to customers, including advocacy in navigating GRIC Governmental
process and access to services.Assist in identifying complaint trends, patterns, and recommends initiatives to the Community Manager,
Governor, Lieutenant Governor, and Council for responding to systemic and entrenched issues.Perform other related duties as assigned.REQUIRED KNOWLEDGE, SKILL AND ABILITY:Ability to objectively review, investigate, and recommend resolution of complaints and allegations of
wrongdoing.Ability to collect, evaluate, and interpret a range of data in electronic, written, statistical, or narrative form.
Ability to conduct thorough, objective investigations of complaints, reach appropriate neutral, objective and
expert conclusions based on investigation results, and maintain con?dentiality regarding process and
outcomes in accordance with legal requirements.Ability to analyze and de?ne sensitive issues and problems, evaluate alternatives, and develop independent
conclusions and recommendations in accordance with polices, codes, and laws, and the public interest.
Ability to maintain productive and cooperative relationships with those encountered on work-related matters,
including elected of?cials, the media, GRIC staff, representatives of other governmental agencies, and the
public.Knowledge of the programs and services provided by the Gila River Indian Community, including in-depth
knowledge of services and policies of various GRIC departments.Working knowledge of the principles and practices of public administration, and the organization of the Gila
River Indian Community Government.Basic knowledge of the principles, methods, and techniques used in the research and investigation of
complaints.Working knowledge of privacy, public information, record retention laws, including those involving the
handling of information and communications of con?dential and sensitive nature.Knowledge of using personal computers, Microsoft Suite, and specialized research tools.Advanced knowledge of the English language to write reports requiring discretion in choosing grammar and
syntax to deal with sensitive issues.Advanced human relations skills to adapt to diverse personalities including extremely confrontational styles,
gain trust while working with others in sensitive and dif?cult situations, resolve con?ict, employ line of
questioning for fact ?nding.Ability to conduct investigations at various hours and in the ?eld at remote locations.Ability to establish and maintain effective working relationships with other employees, Community Of?cials
and the general public.REQUIRED EDUCATION/EXPERIENCE:Bachelor’s degree from an accredited college or university in Planning, Social Work, Public Administration,
Business Administration, or a closely related ?eld and four (4) years’ experience in researching and analyzing
data, responding to citizen’s/customers’ requests, or closely related experience.

ADDITIONAL REQUIREMENTS:
Certi?cation in Mediation preferred or the ability to obtain within one (1) year of employment.Certi?ed Organizational Ombudsman Practitioner from the International Ombudsman Association must be
obtained within two (2) years of employment.Required to pass a background check.Required to obtain a Tribal Driving permit. Valid state driver’s license with a current proof of driving record for
the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be
submitted with application and must not be more than 60 days old from the date of submission of the
application.Non-Supervisory, Salaried Position
