Job: Human Resources Director

The Stoughton Area School District is accepting applications for a 1.0 FTE Director of Human Resources to begin July 1, 2018.

Summary: To support successful educational programs throughout the District, the Director of Human Resources provides leadership in planning, coordinating and supervising the Human Resources functions in the District which are aligned with the District’s strategic plan.

Essential Job Functions:

  1. Plans and directs a program for recruitment, hiring, assignment and retention of the best-qualified administrators, educators, and support personnel.
  2. Makes salary decisions for new staff, prepares individual employment contracts and appointment letters and provides new staff with complete onboarding information.
  3. Collaborates with the Director of Business Services to stay current on area salary and benefit comparables and other employment data to better ensure the ability hire and retain staff in a competitive market.
  4. Maintains a high standard of confidentiality within the organization as a member of the human resources management team.
  5. Works with building administrators/supervisors to resolve personnel concerns. Leads required investigations, recommends appropriate discipline, prepares documents for grievances, hearings and other employee meetings.
  6. Listens and speaks effectively with the ability to interact positively with, staff, applicants, and the community.  Models collaboration and welcomes feedback. Ability to deal with public relations problems courteously and tactfully.
  7. Ensures staff are correctly and currently licensed for positions requiring a Department of Public Wisconsin license.
  8. Maintains accurate personnel data, records, job descriptions and files.  
  9. Complies with the policies of the District.
  10. Accurately completes all required state and federal reports and responds to surveys from other organizations as requested..
  11. Keeps current in the field of human resources management including area comparables, governmental statutes and regulations.
  12. Develops budget proposal for the office of human resources and oversees the use of all funds.
  13. Utilizes the Human Resources computer software and programs used in the District.
  14. Maintains accurate web page information to include pertinent employee and candidate information.
  15. Supports high standards for staff performance and ensures performance evaluations are being completed throughout the District.  Supports DPI Educator Effectiveness in professional staff evaluations and stays current with changes and updates.
  16. Facilitates assigned committees.  This may include the Wellness Committee, Calendar Committee, Additive Committee and others.
  17. Responds to unemployment claims and inquiries and attends unemployment compensation hearings.
  18. Receives and processes all Title IX or Title VI complaints related to discrimination.
  19. Participates in professional organizations and attends professional meetings and seminars.
  20. Attends meetings of the District Administrator’s directors’ meeting and administrative council and serves actively to improve communication, cooperation, and planning.
  21. Is a reliable resource for all staff to help in answering questions and concerns.
  22. Participates in school board meetings, Employee Relations Committee, study committees, administrative council, and other District committees as appropriate.

Education, Experience Licenses:

  • Master's degree in Human Resources Management or Bachelor’s degree with specialized knowledge and/or demonstrated experience in the field of Human Resource Management.
  • Knowledgeable in Federal and State Wage and Hour, Employment and Benefit laws.
  • Minimum five years of successful experience in the area of Human Resources.
  • Minimum three years of successful public education experience preferred.
  • Valid Wisconsin driver license.

Physical Requirements:  While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand; walk; climb stairs; use hands; and reach with hands and arms. Lifting is generally no more than 10 pounds.  This position frequently drives within and outside of the District.

Environment:  This job operates in a professional office environment. This role routinely uses standard office equipment and frequently drives within and outside of the District.
